A wonderful book about loaning money to third world countries is by Perkins, and is called, Secrets of an Economic Hit Man. He has written a follow-up book about this. Japan is mentioned as willing to loan money to Indonesia. The people are homeless, out of work in the region, so loaning money doesn't make sense on the face of things to a government struggling.
SME's are the best way to help contries like Indonesia. Handouts are fine, but when people are doing things that give them a work record and production, that is built upon so that even if another tsunami wipes everything out, there is still the experience.
