Loaning money to Indonesia

A wonderful book about loaning money to third world countries is by Perkins, and is called, Secrets of an Economic Hit Man. He has written a follow-up book about this. Japan is mentioned as willing to loan money to Indonesia. The people are homeless, out of work in the region, so loaning money doesn't make sense on the face of things to a government struggling.
